About the LSCB Subgroups
LSCB Strategic Board
Chair
Chair – Professor Michael Preston-Shoot
Remit
This group meets quarterly and will:
- Manage the business and strategic functions of the LSCB.
- Monitor LSCB’s finances, by way of quarterly financial reports prepared by the LSCB Business Manager.
- Monitor the delivery of the LSCB Business Plan and Performance Management Report
- Monitor the progress of Serious Case Reviews (SCRs) via the Serious Case Review Group. This will include:
- Monitoring the SCR process and overseeing changes to this process.
- Monitoring the quality of the way agencies implement this process and requesting revised documents (e.g. action plan updates) if standards are not met.
- Overseeing LSCB and agency implementation of SCR action plans to ensure the SCR process is a mechanism for improved multi agency working as well as for individual agencies to learn lessons.
- Oversee the function of all LSCB Sub-groups, providing direction and guidance. Sub-groups will provide written reports to the Executive Group according to an agreed cycle and format.
- Ensure that before items are taken to the Board, clear solutions and/or proposals have been formulated by LSCB Sub-groups
Executive Group
Chair
Anne Futcher (Head of Area Integrated Services, S,E&C, LBC)
Remit
This Board meets bi-monthly and will:
- Collate and analyse information provided by the Quality Assurance Group, Serious Case Review, Child Death Overview Panel, Operational and Procedures and Training Strategy groups, to include;
- Performance indicators in agreed data set
- Performance reports and audits carried out within agencies
- Section 11 audit annually
- Audits across themes of service
- Service user feedback
- External inspections and audits
- SCR and CDOP recommendations
- Develop standards for services and agencies
- Develop and implement an annual audit programme which reflects and addresses the business priorities of the LSCB
- Identify and report areas of poor performance to the LSCB
- With the LSCB Manager, respond to complaints about LSCB issues
- Be responsible and accountable for taking issues back to all agencies and ensuring that those issues are disseminated.
Serious Case Review Sub Group
Independent Chair : Keith Ibbetson
Remit
- To consider whether a Serious Case Review should be conducted.
- To consider the scope of the review process and draw up clear terms of reference and identify any specific expertise needed for the Overview report author.
- To commission IMR and overview authors
- To receive and review IMR reports and chronologies
- To receive and review the draft overview report and Exec summary, to agree the recommendations and produce the action plan.
Operational & Procedures Sub Group

Remit
- Comments and advises on practice developments arising from new legislation, government reports or research findings.
- To maintain, develop and review inter-agency safeguarding procedures, protocols and practice guidance.
- To carry out work according to priorities as defined by the LSCB.
- To refer all information received in relation to practice issues to the LSCB Management and other LSCB groups as appropriate.
Quality Assurance Sub Group

Remit
- To ensure a systematic means of quality assuring the safeguarding work being undertaken by the agencies of the LSCB.
- To develop an annual audit programme to evaluate multi-agency safeguarding practice.
- Through it’s Chair, to provide reports to the Management group on the work undertaken by the Audit Sub-group, the learning from quality audits and examples of good practice.
- To feed back learning arising from the audit of individual cases to key staff involved in those cases.
Training & Strategy Sub Group

Lesley McNeil – Training Manager, Learning and Development, LBC
Remit
‘Local Safeguarding Boards should contribute to, and work within, the framework of the workforce strategy. They should manage the identification of training needs and use this information to inform planning and commissioning of training. The LSCB should check and evaluate single and inter-agency training to ensure it is meeting local needs, for example, that staff within organisations are receiving relevant training.’ (Working Together 2006).
- To ensure representation of statutory, voluntary, independent and private agencies whose members of staff need training on inter-agency practice on safeguarding issues.
- To develop, plan, deliver and evaluate training to ensure children are safeguarded.
- To ensure that identified training needs are met in context of local and national needs; with particular reference to Serious Case Reviews.
- To ensure that the content of the training offered is reviewed and amended as needed.
- To ensure training is evaluated according to national guidance and evidence based best practice/value standards
- To ensure the delivery of non-discriminatory training.
- To inform and respond to priorities set by the Executive Group of the LSCB.
